Hamburg is the most dynamic innovation region in Germany

The Senate's strategy of establishing innovation parks and strengthening Hamburg as a centre of science and innovation is paying off: In the EU's Regional Innovation Scoreboard, the Hanseatic city has the strongest positive development of all regions in Germany.

As part of the strategy presented in 2018 to strengthen Hamburg as a centre of science and innovation (Drs. 21/12248), Hamburg is pursuing long-term land provision and the targeted development of an ecosystem in which innovations are promoted. The network of innovation parks is being created around excellent universities and research institutions as well as innovative companies in Hamburg. With the Altona, Bergedorf and Finkenwerder locations, innovation parks now exist that offer outstanding conditions in the fields of life sciences, quantum computing, new materials, nano and laser technology, wind energy, optical technology, energy storage systems, hydrogen and aviation, among others. Thanks to the spatial and thematic cluster formations, they are highly attractive beyond the industry, set a specific focus and enable the formation of synergies between the companies that locate there, the universities and research institutions.

The Senate is providing strategic areas and funds to provide the right impetus and support entrepreneurial initiatives. As Germany's largest industrial city, Hamburg offers numerous starting points for scalable value creation through innovation: not only is research and invention carried out here, but companies are also founded and money is earned. As a major city, the available space is limited - but space is by no means everything when it comes to good innovation policy: what is needed is an environment in which new technologies are promoted and developed, and in which business, science and start-ups mutually reinforce each other."

Hamburg's innovation parks: future locations for business, technology and science


The Altona Innovation Park will form a central element of Science City Bahrenfeld in future. An innovation hub is being built here on up to 8.4 hectares, which will primarily appeal to institutions and companies focusing on research and development in the fields of nano/laser technology, bio/medical technology, materials science and quantum computing. The tecHHub Hamburg, which offers 5,600 m² of biological and chemical laboratory and office space, could be completed as early as summer 2024.

The Bergedorf Innovation Park is being built on a total area of 29 hectares in close proximity to the Energy Campus of the University of Applied Sciences and other scientific sites such as Fraunhofer IAPT, Fraunhofer IWES and Galab Laboratories. The industry focus in the south-east of Hamburg is on "New Energy" and is primarily intended to attract companies and institutions from the fields of wind power and hydrogen economy, energy storage, grids/grid integration, but also 3D laser technology and optical technologies. With the "Factory of the Future", Körber will consolidate its existing locations here. As a result of the Senate's long-term land policy, the company has thus been able to secure its future in Hamburg as a business location. In 2025, an open space planning competition will be held for the surrounding area. The development of the other building plots next to the Körber Technologies Campus is scheduled to be ready for construction by 2028.

The Finkenwerder Innovation Park represents the aviation cluster. A total area of around 26 hectares will be utilised there. The site is being expanded with the extension of the German Aerospace Centre and ZAL. The ZAL TechCenter was expanded by 8,000 m² in summer 2024.

New innovation quarter in Harburg with space for business, science and start-ups

Another innovation quarter is being created in Harburg. The anchor institutions for innovation development in Harburg already include the Hamburg University of Technology (TUHH), the Fraunhofer CML, ICGT, TUTECH Innovation and the German Aerospace Centre. A cross-location innovation quarter is being developed on a total area of 80 hectares to help promote synergies. The industry focus here is on applied science with green technologies, aviation, maritime, medical technology, digitalisation and material sciences.

Senator Dr Melanie Leonhard: "We want to further develop the high level of innovation expertise that already exists in Harburg into an international hotspot. We have the expertise and space here to create a Tech City in the future, in which we support start-ups in their business development and create sufficient space. As part of the continuation of our space strategy, we want to provide space for all target groups and needs, be it offices, laboratories, production areas or networking opportunities. In this way, we can create long-term prospects for start-ups, scale-ups and technology-orientated companies in Hamburg."

Targeted use of public spaces to promote innovation

The marketing of urban commercial and industrial sites throughout the city also specifically follows the overarching perspective of creating attractive innovation spaces. In the period from January 2018 to October 2024, the city's business development agency Hamburg Invest successfully completed 683 core projects, including around 313 company relocations or expansions and 370 new settlements. In total, around 82 hectares of urban commercial space have been allocated over the past six years, which has led to a total of 17,500 jobs being secured and created. The investment volume of the companies totalled over 3.9 billion euros.

The promotion of innovation is complemented by the diverse measures of the Hamburg Regional Innovation Strategy and Hamburg's cluster policy.
